Overview
My typical approach is to first engage with the sponsor and understand their objectives and drivers. Agree a brief and work to establish trust.
Then, meet the incumbent project leadership and understand their views. Review the workstreams. Look for problems and strengths.
In parallel, identify and engage with senior stakeholders. They will all have different views and objectives, not always aligned with those of the sponsor. Reestablish the programme board and communication.
Establish an aggressive yet achievable plan, typically built around waterfall style milestones (people understand these) with agile delivery.
Reboot the project team. Unify them. Help them understand how their contribution fits into the whole.
Establish fast paced and metric based governance.
Constantly look for risks and issues; mitigate and manage them.
Stay calm and good mannered. Keep people motivated.

I need a direct relationship with the sponsor and the authority and autonomy to act on their behalf.
Budget and timelines have to match.
Project board needs to support and engage; be honest and supportive.
