The Situation

I was asked to lead one of the most challenging, complex Transformation Programmes of change involving  New Ways of Working (Culture Change), buildings rationalisation and creation of Community Hubs, for a Local Authority involving, People (over 5000), Place (35 buildings) and Technology (Windows 10, Office 365, Wifi telephony, MFD’s – Training all staff).

The Task

To manage a large programme of change (£12.9m) involving the whole Council – over 5000 , staff. Enabled vision to be achieved and cultural change, releasing savings of £1m pa (by reduction in buildings, printing, process review – lean methodology), enabled; community hubs, remote working, Wi-Fi technology and telephony for 5,000 staff, managed; matrix teams across multiple sites, stakeholder and communication plans, suppliers (Willmott Dixon Construction, BT, Vodafone, Siemens, CableCom, Technical Contractors, Directors, Members, Partners, Consultants), design and deliver change workshops, present at launch events, benefit mapping/realisation, map ‘AsIs/ToBe’ states, transition to BAU, Procurement, SLA’s, Health and Safety, PID, Business Case, Programme Plans (MS Project), UAT, QA, Gated Reviews, RAID, Lessons learnt, Budget, Chair Boards.

The Action / Approach

  • Moved over 5000 staff from multiple office locations to one central location.
  • Work with Property Professionals and contractors to design and build a new office environment in line with RIBA Stages.
  • Analyse data to inform effective decision making to maximise building occupancy levels.
  • Managed delivery of a new Wi-Fi enabled telephony system and smart enabled laptop deployment to over 500o staff.
  • Roll out of Windows 10 and Office 365 to 5000 staff and ensure training was effectively delivered by the Training Team.
  • Worked with third parties to successfully implement a new IT Traffic Management solution for Traffic and Transport Development and future Operations Centre, within the Smart Office Environment.
  • Designed and implemented an intranet ‘Smart Office’ staff site.
  • Reviewed all existing policies and procedures with Business Change Managers and ‘Champions’ to streamline and make efficiency savings using LEAN methodology.
  • Moved services to cloud based storage from paper.
  • Led on articulating the future vision for the Programme through effective communication strategies at staff forums and launch events at all levels of the Organisation and across all Directorates CEO/SLT/OLT/Members/Staff.
  • Tender and re-negotiate contracts for supplies i.e. office furniture, stationery.
  • Managed external suppliers to deliver (BT/Vodafone/Siemens/CableCom/Willmott Dixon/Flexiform).
  • Defined the benefits for the programme and developed measures to monitor progress.
  • Produced an integrated, realistic delivery plan.
  • Attended SLT meetings to report on progress (by exemption reporting).
  • Managed the budget for the Programme to ensure on track and savings realised.
  • Captured iterative lessons learnt to continuously improve.

The Result

  • Reduced buildings from 35 to 5 (1 x central and 4 x Community Hubs), realising savings of £1m p.a.
  • Realised savings of over £350k by re-negotiating and re-tendering the furniture contract.
  • Created a Community Hub to be shared with Partners (Town Council/County Council/District Council/Police/Voluntary Organisations in a Library, to improve citizen experience. Realised savings of £50k by improving the design model.
  • Became a ‘Champion’ for New Ways of Working, using Somerset as a model for other Authorities to benchmark, attended events as advisor sharing knowledge/lessons learnt.
  • Reduced paper records by 80% through electronic scanning methods.
  • Successfully moved over 5000 staff across different Directorates into new location 3 months ahead of schedule.
  • Implemented wifi telephony system and delivered training to over 5000 staff enabling staff to work off site from multiple locations.
  • Reduced desk capacity from ratio of desks to people from 7:10 to 5:10 to ensure effective building utilisation and for early realisation of benefits/acceleration of Programme delivery.
  • Synergised teams that worked together to enable greater collaboration.
  • Implemented Office 365.
  • Created a video by staff to highlight the benefits of Smarter Working.
  • Managed external suppliers to deliver 3 months ahead of schedule, realising early benefits.
