The Situation

It was recognised that many areas of technology within the DWP were no longer fit for purpose with a resulting major impact on productivity. An extensive programme of change was required. I was asked to lead this programme.

The Task

The task was to develop the business strategy for DWP and subsequently produce an IT roadmap. Following this a transformation programme would be delivered.

The Action / Approach

Working with key directors at DWP (both business and IT) a business strategy was developed which covered the full range of business functionality needed. This was then used to produce the IT roadmap, including product selection. From this the structure and budget of a Transformation Programme was produced and presented for approval.

The Delivery phase was then initiated, including the recruitment of substantial internal and external resources.

The Result

The programme was delivered, using mainly the Prince 2 methodology. This involved managing 5 different suppliers, using 12 major software products (including Oracle ERP and MS CRM), on over 30 different sub-projects. These services are used by circa 40,000 users. It was also possible, as a small part of this programme, to introduce the Agile development methodology.
