The Situation

Delay in the implementation of the computer system to manage public investments of the Peruvian state at different levels of government through the Ministry of Economy and Finance.

The Task

The initial requirement was to manage a team of specialists that had been hired to perform an audit on the computer applications that were being used to automate the management of Peruvian public investment. Once the audit is concluded, the improvement opportunities indicated in said audit would be implemented.

The Action / Approach

The audit revealed many opportunities for improvement in the different aspects related to the provision of an information service to manage the public investments of the Peruvian state. Such was the amount of improvements that had to be made that the best option was to get rid of the computer applications that were used and replace them with a single system that integrated information into these computer applications, automate new requirements and use good governance and management practices.

The Result

In order to develop this unique information system, a team of specialists was formed to develop three strategic and tactical inputs: business architecture, information system architecture, and information technology working method.

With these inputs, the development of the contracting documents that would be used for the contracting of various suppliers that would participate jointly for the development of the final product: the public investment information system of the Peruvian state.

Once the suppliers were awarded, and together with the previously constituted team of specialists, the execution of the project began, which had an agile approach with the intention of generating tangible and operational products in short periods of time (2-3 months maximum), and progressing iteratively in the development of the system.

After almost 3 years of work, and with various challenges and inconveniences experienced, a fully operational and functional information system could be delivered, which began to replace computer applications that were more than 10 years old and that provided a much better service to Your clients.
